The LWF World Service is seeking to recruit a Grants Manager for its Country Program in Chad. The expected starting date is September 2017.
Purpose of the position
The Area Coordinator will be based in Farchana to oversee the implementation, management, coordination and development of LWF program interventions around Farchana and Hadjer Hadid in Eastern Chad. The focus of the implementation will be in working with host communities around the camps and refugees in the nearby camps coming from Sudan.
S/he will be responsible for effective program implementation and will manage a team of national staff (e.g. project assistants and other staff) in the offices in Farchana and Hadjer Hadid. S/he will work under the supervision of and report to the Program Coordinator based in N’Djamena.
The Area Coordinator will work closely work together with UNHRC and therefore experience in working with UNHCR is required.
Required Qualifications
Master’s degree in humanitarian or development work, and/or other related social science.
Knowledge and Experience
Minimum of 3 years of professional experience in international humanitarian and development program on a similar management level.
Previous experience of working with UNHCR.
Good team skills.
Cultural sensitivity and adaptability.
High degree of integrity and professional responsibility.
Flexibility, patience and ability to work under pressure and with tight deadlines.
Ability to work independently.
Stong reporting skills.
Language Skills
Fluency in French and English
Main Duties
- Oversee the planning and implementation of program activities:
In the Farchana, Gaga, Bredjing and Treguine camps as well as in the host villages. The areas that LWF is involved in are:
Food security
Livestock
Vegetable Gardening
Income Generating Activities
Environment and energy
Food distribution
Vocational Training
Ensure that proposals, budgets and reports are of high quality, up to date and delivered in a timely manner in accordance with LWF policies/procedures, donor requirements and for other interested parties.
Represent LWF in coordination meetings with other partners that are present at the same sites. Comply with international standards for refugee response during planning, evaluation and program development.
Maintain and coordinate activities in close collaboration with local authorities, UNHCR Field Offices and other NGOs working in the region.
Monitor project staff needs, ensures that Job descriptions are updated, qualified staff is recruited, had proper induction and training as per needs of programme and LWF.
Manage the Project Team with particular emphasis on capacity building of staff through mentoring and training. Ensure that all staff are provided with the necessary support and advice to carry out their duties.
Ensure that good quality situation reports are submitted to the Program Coordinator in Ndjamena in relation to the humanitarian situation (influx of new arrivals of refugees), security, personnel, and the implementation of programme activities. Ensure that the Country Management Team in Ndjamena is up to date, through the Program Coordinator, on all programme issues as they arise.
Ensure that there is good community participation, involvement and collaboration during project design, implementation and evaluation
Monitor and manage programme expenditure and budgets, ensuring that resources (materials and assets are optimally utilized and spent as in line with LWF financial procedures and donor requirements.
Lead and participate in Livelihoods assessments of the local community to implement development activities.
Identify potential areas for program extension and develop possible areas for new interventions (create opportunities for growth).
Be flexible in case of other responsibilities as may be assigned to her/him by the Program Coordinator.
