The Lutheran World Federation Department for World Service (hereafter referred to as LWF World Service) is the humanitarian and development arm of the Lutheran World Federation. - Operates together with and on behalf of the LWF member churches.
- Provides support to refugees, returnees, internally displaced people, their host communities, and communities at risk, emphasizing livelihoods, quality services (e.g., WASH, education), protection, and social cohesion.
- Establishes and runs country programs and emergency operations.
- Engages in cooperation and partnership with governmental and non-governmental organizations, relevant United Nations agencies, and other structures involved in humanitarian and development programs as they link to the WS mandate and represent LWF in the ACT Alliance.

The LWF World Service is looking for qualified and experienced people to provide consultancy services.
Contract Title: Development of a new Word Service Risk Management Policy.
**Location:**Remote.

Deployment Date: April 15 to August 30, 2023.
Background of Deployment.
World Service staff are committed to building people's capacity and competence to make informed decisions about their own lives, in humanitarian assistance, and development programs. In the planning and implementation of its activities, risks of all kinds will inevitably appear. How to identify and dealing with risks is therefore essential and fundamental to the work of World Service.
While LWF World Service has several risk management mechanisms in place, there is a need for a new policy, to ensure the risk management of the organization is up-to-date and holistically addresses the risks. The new LWF Code of Conduct, recent guidelines, donor requirements on child safeguarding, PSEA, and counter-terrorism legislation among others need to be better aligned. The alignment with international standards and practices should also be ensured in the new policy.
Aims & Objectives of the assignment.
This consultancy aims to create a World Service a strategic, high-levelrisk management policy with a specific focus on:
- Ensuring that the policy is in alignment with recognized international standards and practices.
- Updating the risk management framework, clustering risks, and
- Defining the World Service risk appetite.
- Ensuring the policy identifies the roles and responsibilities of risk management.
Approach and Methodology.
The consultant is expected to define the methodology of her/his work for the best possible outcomes. The suggested methodology is:
- Document review,
- Focus group discussions with senior managers on different levels (Geneva HQ, country programs),
- Interactive working methodology
Management and supervision of the assignment
Document review and revision will be undertaken in close collaboration with and coordination with the World Service team. Miina Puntila will be the coordinator and main counterpart for the consultant.
Consultant Profile.
- Proven experience with similar products and processes.
- Experience in humanitarian and/or development work.
- Up-to-date knowledge of risk and integrity management topics, and relevant standards.
- Experience with interactive working modality and methodology to engage relevant staff and stakeholders.
Deliverables.
The deliverable for the consultancy is:
- New LWF World Service Risk Management Policy (max. 10 pages)
- Kick-off workshop of the assignment
- Validation workshop of the product
Envisaged Timeframe & Budget.
The consultancy will span a total of 15 days (max).
The period of this consultancy is from the 15th of April until the 30th of August, with the understanding that the most intense working time will be before the holiday season, i.e., by the end of June. The submission of the product will be 11th of August, and the presentation workshop to be conducted by the 24th of August. More detailed working schedules and dates are to be agreed upon with the consultant.
Payment schedule to be agreed upon in the service contract.
Exclusion from the award of contracts
Contracts may not be awarded to Candidates who, during this procedure:
- are subject to conflict of interest.
- are guilty of misrepresentation in supplying the information required by the Buyer as a condition of participation in the Contract procedure or failing to supply this information.
The proposal and all correspondence and documents related to the Request for Proposal exchanged by the Candidate and the Buyer must be written in the language of the procedure, which is ENGLISH.
Evaluation of Proposals
The evaluation method will be the quality and cost-based selection. A two-stage procedure shall be utilized in evaluating the proposals, a technical evaluation and a financial evaluation.
